The Manitoba government issued a further request for pre-qualification (“RFPQ”) to solicit individuals and companies who wish to operate retail cannabis stores in the province. This is the second request issued by the province after having selected four proponents to operate over 30 locations earlier this year.
Due to Manitoba’s hybrid retail model, cannabis stores may be owned and operated by the private sector provided that they are licensed by the Manitoba government and comply with all federal and provincial laws with respect to the handling, marketing and vending of cannabis. This second RFPQ seeks to establish of list of respondents capable of operating retail cannabis stores in under-serviced communities. Retailers who submitted applications for the initial RFPQ will be eligible for consideration. This is in an effort to maintain a competitive landscape and further the province’s goal of providing 90% of Manitobans with access to legal cannabis within a 30 minute drive or less.
